Regarding karma...

Unless I'm sorely mistaken, the idea of karma is based on the presupposition that the universe has an underlying justice to it. I've never noticed this justice, nor do I understand how it could be an inherent part of the system without a deity of some sort to bring it about. (My understanding is that Buddhism doesn't postulate the existence of a god or gods.) Could you elucidate?
